What can I say. I worked with Joe at the Staten Island Ferry where Joe served as the Deputy Commissioner where my career advanced. Joe was the nicest person to work with. Lunches and dinner with Joe meant you were getting a full meal. He was funny, caring and a great friend/boss. I'm surely going to miss his phone calls, just shooting the sh t, where he would call every three weeks and text in between. God bless His soul and let him fly with the angels. You will be missed. Rest eternally!

I’d known Joe for many years and had the privilege of working for him when he was the assistant commissioner at the Staten Island ferry!
Joe was a wonderful caring man a great boss and friend as well!

his coke is for you Joe! I will miss you. You put fear in me so bad to always make sure I did my best. You are the reason I am a fighter. We had a bond that I have never had again with a male co-worker especially a DC or Commissioner. Thanks for the memories and fancy lunches and dinner. The last time we spoke you had said you will speak to me after the holidays but God had other plans. Rest Easy and fly high. Continue to watch over your beautiful wife, daughter, son-in-law and grandchildren.

Joe was one of the first people I met at DOT some 40 years ago. We remained fast friends. Joe was kind, funny and a true professional. Joe was the most social man I ever met and he made a point of organizing events to keep his friends together. In retirement, he arranged dinner dates for former-DOT staffers. I looked forward to those evenings and missed them dearly once Covid hit. Joe's passing has saddened all of us at DOT. he will be deeply missed.
